Message the desk

A certification is recorded as eligibility evidence for 16 months, signed by the name and title you give. A mandate confirmation ranks above anything the desk inferred about your firm. "Stop" ends all contact from this desk on every deal. Interest to sell goes to the desk, which passes it to the dealer of record; it is not an order and no buyer sees your name.

{{ x.syn.credits }}

You see your own orders, allotments and credits and the book totals, never another firm’s customers. Your firm relies on its own eligibility file for each customer and supervises its own staff (MSRB G-27); the book-running manager allots.

Bank group{{ x.syn.bank }}{{ x.syn.lenders }}

No other bank sees your bid. Your bank does its own credit review and confirms its own lending-limit headroom; the desk never certifies either.

Messages and assignments live on the desk's server with the sender's email and the server's clock. Messages cannot be edited or deleted; shares and assignments go to the team event log. Outside parties (investor, bank, issuer and dealer logins) never see any of it. Reminders are in-app: the INBOX badge counts unread conversations and assignments due today or overdue, and the dashboard lists what is assigned to you.

Fit is scored against the active deal. Funds score higher for recent buying, a fund dedicated to the project's state, a high-yield fund (for non-rated paper) and enough size. Banks score higher if they are in the project's state, if the deal is small relative to their muni book, and if their muni book is growing. Typical ticket: for funds, the median position size across their muni funds (net assets ÷ positions); for banks, 5% of the muni book. Both are estimates; confirm on the call.

2026 cap = the greater of $135 × state population or $397.625M (IRS 2026 figures), estimated here from 2024 Census population; the state's allocating agency publishes the official number. Small-issue manufacturing bonds need an allocation from this cap. Deal × investor matrix · top {{ mxN }} by combined fit
Investor{{ d.l }}
Each cell is the fit score for that deal. An asterisk marks a score lowered because the investor passed on a similar deal (same tax status and credit) in the last 12 months. Investors fitting two or more deals are the most efficient calls.

{{ learnNote }} Columns: share of Interested/Meeting investors with the attribute, share of Passed with it, and the lift. Information only: lifts never change a fit score (a handful of outcomes is not a model). Each logged call keeps the fit score it was dialled at, and one call in ten in the plan is an exploration pick, so later lifts are measured on more than our own favourites.

{{ bankEmpty }}Each bank bids with its minimum and maximum hold, commits in a signed letter within the lending-limit headroom it confirms in writing (the 15% of tier 1 figure is only an estimate), and receives a final share. Shares must add to par to the dollar, the lead keeps at least its minimum hold, each share meets the minimum denomination, and club and participant banks count toward the same 35 purchasers unless counsel advises otherwise. Funding needs the bank’s hold-to-maturity representation and its own credit approval. No bank sees another’s bid before the award; participants see only their own share.

Covenants are structured at closing (level and direction) and every party on the deal portal sees the same borrower reports at the same time. Headroom is tested on each report; a report more than 30 days past its due date (the financial-statement date on the post-issuance calendar) shows as late. No shadow rating, no default probability, no quarterly mark: those wait for enough closed deals to calibrate. The desk is never the dissemination agent on its own deals.

Club proposal{{ club }}
A private activity bond is never bank-qualified, so a bank carrying it loses 100% of the interest expense allocable to it (§265(b)): its spread is coupon minus its own cost of funds, with no tax shield. Taxable equivalent = the loan rate that leaves the same after tax. Subchapter S banks pay no entity-level tax (FDIC SUBCHAPS), so the exemption is worth less to them. The club is built from banks with a branch in the deal's county first, then the state, until their approximate one-borrower limits cover par.

Access: the login keeps casual visitors out but is not strong security, because the check runs in the browser. Don't put anything confidential in notes. For real access control, host the site behind a password-protected service such as Cloudflare Access or Netlify password protection.

SESSIONS · LAST 7 DAYSIdle sign-out after {{ idleMin }} min

No sessions recorded yet. Each sign-in reports here every five minutes while the tab is open.
ACCESS LOG · {{ logN }} EVENTS · LAST EXPORT {{ logExpAt }}

Downloads, printing, page saves and large copies are locked for everyone. An admin can open exports for 30 minutes; every export and every blocked attempt is logged. Keyboard on the call list: J / K move, Enter opens. Non-admins can open at most {{ viewCap }} investor profiles a day; opening more than {{ anomHr }} in an hour raises an alert for admins. Viewers see masked phones, emails and notes, and each page they open is logged. Right-click and text selection are off for non-admins. Everyone is signed out after {{ idleMin }} idle minutes; viewers are never kept signed in between visits. Passwords need {{ pwMin }}+ characters and must be changed at first sign-in. Every screen carries a faint watermark with the user's email. Security events sync to the whole team, so admins see every device. The browser-side blocks (right-click, selection, copy, print) are deterrents, not walls — a determined user with developer tools can bypass them; the server-side rules and the access log are what hold.

Your phone and firm mailbox
{{ cnMail }}
{{ m }}
The mailbox grant covers sending only. The token is encrypted on the server and never reaches the browser; disconnecting stops your sequences at once.
Dealer of record
{{ cnDealerNote }}
The registered broker-dealer that requests CUSIPs, makes the bonds DTC-eligible, settles delivery-versus-payment and files continuing-disclosure notices on EMMA. Its name appears on the settlement plan and event notices on Deal desk.
Email sequences

{{ cnSeqEmpty }}
{{ e.t }}{{ e.s }}
Merge fields: {{ cnMerge }}. Nothing is sent until an admin approves the wording; any edit sends it back for approval. Each email goes from the caller’s own mailbox with the firm’s postal address and a reply-STOP line, skips do-not-contact and sanctions hits, and is kept in the append-only sent log and the nightly journal. Sends run hourly on weekdays, at most 150 per caller a day.
Licensed market data

{{ cnLicEmpty }}
{{ cnLf.cols }}
{{ cnLf.msg }}
Load only files the firm is licensed to use, with the licence reference. Pricing uses a loaded AAA curve in place of the public read and says so; Market shows loaded trades; Insurers shows a loaded Schedule D extract; holders see evaluations of their own bonds only if the licence allows. Nothing here is ever public or exported without the export gate.
Secondary interest board
{{ cnSec }}
Off until counsel signs off: matching holders with buyers on a platform can make it an alternative trading system. While open, holders with an allocation can post interest to sell in the portal; the desk sees likely buyers and routes each one to the dealer of record. No prices or names pass between holders and buyers here.
Archive and recovery
{{ a.t }}{{ a.s }}
Nightly: every message, portal exchange, email, call transcript, approved call note and deal notice goes into a write-once journal kept six years, and to the archive vendor’s journal address once one is set. Weekdays: an hourly incremental backup, so the database can be rebuilt to any hour (supabase/restore_asof.py) until Supabase’s paid point-in-time recovery is on.
Desks for other firms
{{ cnDesks }}
Each firm gets its own database and its own site from the same code (ops/new_desk.sh), so no firm’s investors, books, messages or audit trail can reach another’s.
Import, team database and backups moved to Settings.
